Source: News Bharati

undefinedNagpur, April 22: Rashtriya Swayamsevak Sangh Sarkaryavah Suresh (Bhayyaji) Joshi has congratulated scientists who played vital role in making of Agni V. In his message, RSS Sarkaryavah has said, “Indian scientific community in general and the team of Indian scientists in particular, who led the successful launch of Agni V, deserve hearty congratulations for their remarkable achievement.”

undefinedBhayyaji Joshi has expressed satisfaction saying that the launch of Agni V has empowered the Indian Armed Forces and made the Nation proud.

Successful launch of Agni V, the long range missile capable of reaching deep into China and Europe has thrusted the emerging Asian power into an elite club of nations with intercontinental nuclear weapons capabilities.
undefined
The "Agni-V" ballistic missile has a strike range of over 5,000 km. The world has been surprised by India’s achievement. The successful launch of India's long-range nuclear-capable missile AGNI V got prominence dailies across the world, including the US, Britain and South Asia, with most highlighting the fact that the Agni-V could reach China.

Dramatic images of the missile, which has a range of 5,000 km, lifting off from its launch pad in India's Odisha state accompanied the story.

In its news, The New York Times wondered whether the missile test "is the latest escalation of an arms race in Asia, where the assertiveness and rising military power of China has rattled the region and prompted a forceful response from the Obama administration".

Who named Mahatma Gandhi ‘Father of Nation’? UPA Govt foxed on class VI student’s question

Mohd Arshi Rafique, Hindustan Times

Lucknow: A Lucknow girl’s simple query to know if Mahatma Gandhi was ever conferred the title of ‘The Father of The Nation’ has come a cropper. From the Prime Minister’s Office (PMO) to the ministry of home affairs (MHA) no one seems to really know the answer to the 10-year-old’s question.

MK Gandhi

They coolly forwarded the RTI plea of class VI student Aishwarya Parashar to the National Archives of India (NAI), the body that claims to be the repository of the non-current records of the Government of India. Surprisingly, the NAI, after a hectic search in their records, was unable to find the desired information and requested Aishwarya to come and search for it in NAI’s public records and library material herself.

Jayaprabha Ravindran, assistant director of archives and chief public information officer (CPIO) wrote back in a letter dated March 26: “As per search among public records in the National Archives of India, there are no specific documents on the information sought by you.”

As a consolation, it has promised to provide Aishwarya all facilities permissible under the rules, if she chooses to visit the national archives.

Aishwarya, expectedly, is amused. “The first piece of history taught to us in school is about Mahatma Gandhi as Father of the Nation. I never knew, I was asking such a difficult question,” she says.

Popular notion, nothing official

According to reports, when a demand to confer the title of ‘Father of the Indian Constitution’ on Dr Ambedkar was made, deputy prime minister LK Advani, in a letter to Delhi chief minister Sheila Dikshit in 2004, had written: “It is not, however, feasible to formally confer the title of ‘Father of Indian Constitution’ on Dr Ambedkar, since Article 18 (1) of the Constitution specifically provides that “no title, not being a military or academic distinction, shall be conferred by the state.”

Advani further said: “I may clarify that although Mahatma Gandhi is popularly known as “Father of the Nation,” no such title was ever formally conferred on him by the government.”

History has it

Father of the Nation is an honorific title given to a man considered the driving force behind the establishment of a nation. As per Wikipedia, it was Subhas Chandra Bose who used the term for Mahatma Gandhi, in a radio address from Singapore in 1944. Later, it was recognised by the Indian government. When Gandhi was assassinated, India’s first prime minister Jawaharlal Nehru, in a radio address to the nation, had announced that the Father of the Nation “is no more.”

RSS leaders were SIMI targets: Police

Mumbai April 19: Prominent leaders from Maharashtra and Madhya Pradesh (MP), including RSS chief Mohan Bhagwat, were targets of the gang of Students Islamic Movement of India (Simi) from MP, which was busted last month by the Anti-Terrorism Squad (ATS).

During interrogation of the accused , it has emerged that the gang has  made Maharashtra its base for the past few months to earn money and then target leaders in both states. However, they were arrested even before they could start work.

A senior official of the ATS, requesting anonymity, told HT the gang had moved to the state after its operations were targeted in MP by the police. “They had set up bases in Aurangabad, Jalna and Buldhana and had rented houses in the area. They were also trying to recruit locals into their gang,” the official said.

Immediately after their arrest, ATS ascertained that the gang was setting up base in the state to commit robberies to raise money for terror.

The ATS has also found that two arrested, Abrar and Akhil, had links with top leaders of the Indian Mujahideen (IM). ATS also knows that the group they have arrested is part of a core group Mal-e-Ganimat within the MP Simi.

The gang members after the crackdown in MP in 2011, did not have much money and had come to the state to escape police attention and also to earn money by committing robberies, the official said. The gang has committed more than six bank robberies in MP and was also involved in looting 12 kg of gold in MP in early 2011. Members of the gang are also wanted for the murder of an ATS constable in MP.

Truth Exposed: NIA offered Rs 1 crore to name RSS leaders in Sunil Joshi Murder case

New Delhi: Two accused in the 2007 Ajmer Dargah blast case, in separate petitions before courts in Bhopal and Ajmer, have alleged that officials of the National Investigation Agency (NIA) offered them Rs 1 crore each and asked them to name three senior RSS functionaries in the murder of RSS activist Sunil Joshi.

RSS activist Sunil Joshi killed on December 29, 2007

The alleged offer came during their questioning by the NIA officials in connection with the Sunil Joshi murder case, according to their petitions. The NIA has refuted the allegations.
The petitions filed before the special courts in Ajmer and Bhopal alleged that the NIA officials questioned the two — Mukesh Vasani and Raj Singh alias Harshad — at Ajmer prison from April 16 to April 19.

According to NIA, Vasani and Singh allegedly procured explosives and planted them at the dargah on October 11, 2007. The NIA took over the case in 2011 and filed a supplementary chargesheet against Vasani and Singh in April last year.

Jagdish Rana, the counsel for Vasani and Singh, said, “The petition at the Bhopal court has been filed by Singh while the one at the Ajmer court was filed by Vasani. The NIA had sought permission to question the two in connection with the Sunil Joshi murder case.”

Singh’s petition says, “The NIA officials for three days questioned for five hours each day and forced to name three senior functionaries of RSS saying that Joshi was murdered at their instance. I was threatened and lured with the offer of Rs 1 crore and also promised that the charges against me would be withdrawn. During the three-day questioning, the NIA officials… mentally harassed me to give a statement against RSS officials…The NIA officials are doing the entire exercise at the behest of the central government and creating false evidences.”

Vasani’s petition also made the same allegations.

NIA officials termed the allegations as baseless. IG Sanjeev Kumar Singh said, “The two were examined after obtaining permission from the designated courts. We have examined them in connection with the Sunil Joshi case as well and the entire proceedings were conducted inside the prison.” Sources also said that both the petitioners are co-accused in the case and their testimony in any form would not have “much relevance”.

The Rajasthan ATS, which was initially probing the Dargah blast case, had in its first chargesheet mentioned the name of senior RSS leader Indresh Kumar. However, the NIA has so far not been able to find evidence against him.

The petitions filed by Vasani and Singh also gave the name of NIA officials who visited them at the Ajmer prison, including a DIG.

‘RTE judgement: Minority schools wont teach minority poor’ writes Ram Madhav

By Ram Madhav, RSS Akhila Bharatiya Saha Sampark Pramukh
NewDelhi,

Ram Madhav

Every child in India should have a fundamental right to basic education. With this laudable aim the 86th Amendment of the Constitution was introduced by adding Section A to Article 21 in our Constitution in 2002 during the NDA regime. The idea was mooted originally by Dr. Murli Manohar Joshi, the NDA HRD Minister.

Although the Amendment was introduced in 2002 the NDA government went down subsequently and it took almost 5 years for the UPA government to bring a legislation in line with Art 21 A and make the right of children to free and compulsory education a reality. Thus in 2009 came the new act – “Right of Children to Free and Compulsory Education Act – 2009” (RTE Act in brief).

It is a known fact in our country that there is a huge disparity when it comes to educational opportunities for the children of the poor, the middle class and the rich. While the rich and even the middle class have ample options to choose in the form of public schools, residential schools, convents etc the children of the poor and low-income families have little choice in the education of their child. The dysfunctional government school system or some charities are their only refuge.

Over the decades very little success has been achieved in improving our government-sponsored school system. Conditions in government schools remain pathetic despite grandiose plans and infusion of huge funds. While the world of basic education, along with that of secondary and higher education, is undergoing tremendous transformation with newer methods and tools being introduced the government schools lack even the basic amenities like good teachers, electricity, buildings etc. Teaching tools like computers are a distant dream.

No wonder the literacy rates in our country remains hovering around 73-74% even according to the 2011 census figures. 26% illiterates means there are almost 300 million illiterates in our country. That makes India the land of world’s largest illiterate population.

In that context RTE Act is a commendable initiative. It is also commendable that the Act envisaged a role for private educational institutions also in delivering this social responsibility of making every Indian child literate. Under the Act all educational institutions providing primary education – public and private, aided and unaided alike – have been obligated to reserve 25% seats for the children of the poor and underprivileged. And every child in the age group of 6 to 14 is extended a right to free primary education.

No doubt there will certain difficulties with regard to implementation of this noble scheme. I am reminded of a scheme introduced in Andhra Pradesh in the 80s by the then Chief Minister Mr. N.T. Rama Rao. Under that scheme all hotels in the state have been ordered to sell eatables at the rates prescribed by the government. The idea was to make food available for poor people at affordable prices. Price and quantity of each item was prescribed by the government – a couple of idlis with given weight should be sold for Rs. 2. Initially everybody was happy about the affordability. But soon the hoteliers came up with a novel scheme. They announced two sets of menus in the same hotel – one for the government products and the other for the normal products. In a way it led to a class division in the same hotel.

The new education scheme too is fraught with such implementation related hiccups. If the children of the poor and the rich go to same school how will they mingle? Will it end class divisions in our society at the child level or it will lead to introduction of class divisions in classrooms itself? Right from the uniform they wear to food they carry to stationary they use how would the children of the poor and the rich mingle with each other well is a question to be addressed when the time comes. In any case every effort for social transformation is fraught with some such minor hiccups and I am sure that sooner than later the situation will change and we would be able to create a more egalitarian atmosphere in the society by imparting those values at the primary education level itself.

But no one can deny that the private educational institutions too have a responsibility in educating the poor of the country. It is unfortunate that these institutions, for various reasons, decided to oppose the RTE Act. Not all wanted to shirk their social responsibility; many have other concerns like government’s unwarranted interference in their functioning through this Act etc.

It is heartening that the Supreme Court through a 3-Judge Constitutional Bench upheld the RTE Act and mandated that all the institutions – public and private, aided and unaided alike – must provide 25% seats for the children of the SC & ST and other underprivileged sections of the society. The Court also mandated that the RTE Act should come into being in this academic year itself. That means the state governments have to urgently frame the rules for the implementation of this Act.

However the SC judgment disappoints on one count. While the Central Government wanted all educational institutions to share this responsibility of educating our children the Supreme Court exempts the unaided Minority institutions from that social obligation. One of the three learned judges held that all the private institutions must be excluded from the RTE Act purview. However the majority of the Bench differed and said that only the unaided Minority institutions will be excluded and they need not provide 25% for poor children. The learned judges arrived at that conclusion on a very technical and hence contestable ground that such a provision will change the ‘basic character’ of the institution. The Supreme Court is expected to go beyond technicalities take the spirit of the Constitution into account.

Even this premise that the ‘basic character’ of the minority institutions will change if they implement the RTE Act is debatable because the character of the minority institution is derived from the management – which according to law should have majority members from minority community – and not from the children who study there. In fact a large number of minority institutions have students from non-minority communities in majority.

The learned judges of the Supreme Court have fallen back on the usual argument that Art 29 and 30 of our Constitution provide certain immunity to minority institutions. Art 29 and 30 have been incorporated in our Constitution as ‘educational and cultural rights of the minorities’. And the RTE Act also wants to uphold the right of children to education. Then how can it be pitted against those articles? At the most the Court should have said that the unaided minority institutions should provide 25% seats to the poor and underprivileged among the minorities. To exempt them from this social responsibility completely under the garb of Art 29 & 30 is an incorrect decision that needs to be challenged at an appropriate forum.

This also brings up the insensitivity and irresponsibility of the minority institutions to the fore. They vociferously opposed the RTE Act in the Supreme Court and unlike the other private institutions, succeeded in convincing the Court to exclude them. It doesn’t need great wisdom to state that the minority communities in India have a good number of poor and underprivileged people as members. In fact on many occasions the minority community leaders argue before the same Supreme Court for various rights like SC reservations etc in the name of the poor among their flock. It shows their utter disregard for the poor in their communities that when it comes to providing free education to the children of their own poor they shrug off their responsibility. It shows the minority leadership in true colours. For them only the numbers matter but not the social conditions within their community.

It is a sad commentary that the Supreme Court lets them off the hook when it comes to providing basic education to the poor and underprivileged children of their communities. It is well-known that many of the most expensive schools in our country are minority-run schools. It is also well-known that they provide education not to the pupils of their community but those of the rich families of the majority who can afford the astronomical fee.

The SC order states that they can happily continue to do so while the responsibility of the poor and underprivileged among the minority community will be borne by the schools run by the non-minority. They should do that without any prejudice because that is the ethos of the country. But let the poor and underprivileged among the minorities understand that when it comes to uplifting them the so-called minority leaders show no sympathy or sense of responsibility. At least that is one of the major meanings of the SC order on the RTE Act.

IM mastermind Riyaz Bhatkal plotted to kill RSS supremo Mohan Bhagwat: Reports

NewDelhi: Mohd Abrar, the alleged Indian Mujahideen (IM) operative who was wanted for the 2008 Ahmedabad serial blasts, has reportedly told interrogators from the Maharashtra Police that Riyaz Bhatkal, alleged to be a top IM mastermind, had hatched a plot to kill RSS chief Mohan Bhagwat.

Mohan Bhagwat, RSS Sarasanghachalak

The Maharashtra Police, according to sources, has alerted the Centre to expedite the process of reaching Bhatkal, who is believed to be hiding in Karachi.

Abrar was arrested in Aurangabad after an encounter with a team of Maharashtra ATS on March 26 during which his aide, one Khaleel, was shot dead. Abrar, who suffered injuries in the encounter, was arrested from the spot.

Sources in the Gujarat Police said during his interrogation, Abrar told the Maharashtra ATS that Bhatkal had instructed a few IM operatives (including him) to collect funds to carry out a operation to kill Bhagwat.

The Gujarat Police claim that Abrar was a key IM operative involved in running terror camps in Kerala in the run-up to the 2008 blasts in Ahmedabad.

‘India’s Border Security Policy is not foolproof’: RSS chief Mohan Bhagwat

Rajkot April 17, 2012: RSS chief Mohan Bhagwat has said that terrorists can enter India easily because the country’s “border security policy” is not foolproof.

“Our defence forces are capable of meeting any security challenge, but our border security policy is not foolproof and therefore terrorists can enter India easily,” Bhagwat said, addressing RSS workers at Virani High School ground here last night.

Referring to the issue of shortages of weapons and ammunition, raised by the Army Chief V K Singh recently, Bhagwat said, “In spite of limited weapons, our army is strong enough and has won the difficult Kargil war. The success in the Kargil war has now become a “study-case” for analysts in many countries.”

Quoting Supreme Court’s directions to identify and deport illegal migrants, he said, “Due to our policy, our government has failed to find out those who are staying in the country illegally, while Naxalites are taking advantage of the government’s talk of peace.”

Countries such as Japan and Israel had progressed rapidly despite unfavourable conditions, he said, adding that Japan suffered two nuclear bomb attacks, while Israel had to fight a war soon after becoming independent. In comparison, India could not progress well enough, though circumstances were favourable, he said.

“Nation’s resurgence can be achieved only by re-establishment of Hindutva,”Bhagwat said.
