హిందూ సమాజం జాగృతం కావాలి - ప్రథమవర్ష సార్వజనికోత్సవంలో ఏలె శ్యాంకుమార్

 
 
 
ఉదాసీనతను విడనాడి హిందూ సమాజం జాగృతం కావల్సిన ఆవశ్యకత ఎంతైనా ఉందని రాష్ట్రీయ స్వయం సేవక్ సంఘ్ (ఆర్‌ఎస్‌ఎస్) పశ్చిమాంధ్ర ప్రాంత ప్రచారక్ ఏలె శ్యాంకుమార్ అన్నారు. మండల పరిధి అన్నోజిగూడ రాష్ట్రీయ విద్యా కేంద్రంలో శుక్రవారం సాయంత్రం నిర్వహించిన సంఘ శిక్షావర్గ ప్రథమవర్ష సార్వజనికోత్సవంలో ఆయన ప్రసంగించారు. దేశంలో బాంబు పేలుళ్లు, మతమార్పిడిలు, ఇతర దేశాల దురాక్రమణను నిరోధించడానికి హిందువులందరూ ఏకం కావాలన్నారు. 

ప్రపంచంలోని అన్ని దేశాల కంటే ముందు మన దేశంలోనే విజ్ఞానం వ్యాపించిందనీ, అయితే ఐకమత్యం లోపించడం వల్లే వెయ్యి సంవత్సరాలు బానిసత్వంలో మగ్గాల్సి వచ్చిందని అన్నారు. దేశాన్ని తిరిగి ప్రపంచంలో అత్యున్నత స్థానంలో నిలపడానికి హెడ్గేవార్ ఆర్‌ఎస్‌ఎస్‌ను నెలకొల్పారని, ఆయన ఆశయ సాధన కోసం 87 సంవత్సరాలుగా సంస్థ కృషి చేస్తోందని చెప్పారు. దేశంలో లంచగొండితనం, కుంభకోణాలు, అత్యాచారాలు, మత మార్పిడిలను తుద ముట్టించాల్సి ఉందన్నారు. ఇందుకోసం పిల్లల్లో నైతిక విలువలు పెంపొందించే విద్య అవసరమన్నారు. ప్రజల్లో దేశభక్తి కొరవడుతోందని, చైనా బలగాలు భారతదేశంలోకి 19 కిలోమీటర్లు చొచ్చుకువచ్చినా స్పందన లేకపోవడం ఇందుకు నిదర్శనమన్నారు.

సమాజం నాది, దేశం నాది... ధర్మ పరిరక్షణ బాధ్యత నాది అనే భావనలు ప్రతి ఒక్కరూ పెంపొందించుకుంటే ప్రపంచంలో తిరుగులేని శక్తిగా భారతదేశం ఎదుగుతుందని అన్నారు. వార్షికోత్సవంలో భాగంగా ఆర్‌ఎస్‌ఎస్ కార్యకర్తలు దండా (కర్రసాము), సూర్యనమస్కారాల వంటి విన్యాసాలు ప్రదర్శించారు. కార్యక్రమంలో అగ్రి గోల్డ్ సంస్థ ఉపాధ్యక్షుడు అవ్వా సీతారామరావు, ఆర్‌ఎస్‌ఎస్ నాయకులు ప్యాట వెంకటేశ్వరరావు, జలపతి, అజిత్ ప్రసాద్ తదితరులు పాల్గొన్నారు.

RSS expresses deep grief over the violent attack by Maoists

The gruesome violent attack on Congress party workers  near Jagdalpur in Chhattisgarh on 25 May, 2013 has gravely   shocked and deeply grieved the entire nation. Probably it is the largest ever violent attack on any political party workers. No problem can be solved by violence.  Besides taking effective measures to eradicate scarcity and bring development in the tribal and backward areas, the Government should deal with the violence of Maoists with sternly. The administration should be more alert and ensure security to the people of the country to perform their duties and rights in democratic way. We pray, may the souls of the persons who lost their lives in this heinous violent attack, rest in peace and speedy recovery of the injured.

NAGPUR: RSS annual Sangh Shiksha Varg to conclude on June 6th, Bhagwat to address Valedictory

NAGPUR May 25: Continuing its long tradition, the Rashtriya Swayamsevak Sangh is conducting a special month-long camp at its headquarters here for those desiring to work as its full-time activists. With changing times, the course has now been condensed to a 25-day affair, in which a total of 612  select Swayamsevaks are participating from 41 Pranths of 11 Kshethras.

For committed activists, who get their initial first two years of training at their work locations, the third year camp at Nagpur, that too when summer is in full blast here, has always been a challenge. But that has never deterred them, and this year too Swayamsevaks from all parts of the country, some of them doctors, engineers and self-employed professionals are participating in the camp, which is marked by strict discipline. Swayamsevaks from USA, UK and Nepal also attending the camp.

Varg Karyavah, (Deputy chief of the camp) Sri Vithal Rao Kamble from Navi Mumbai, however, denied that attendance had shrunk. “Departing from earlier norms, this year only those with three-four years’ of Sangh experience, and especially those carrying out some responsible work, have been chosen. These participants are in the age group of 18 to 40. A separate camp is conducted for higher age groups in November,” Kamble told reporters at Reshimbagh’s Smruti Mandir complex. Sri Pawan Kumar Jindal, a businessman and RSS functionary from Haryana, is the Varg Sarvadhikari overall in-charge of the camp

A day at the camp typically begins at the crack of dawn. Drills, physical education and lectures on Hindu values and traditions are necessary part of the raining, said Kamble. Asked if the course structure has evolved over the years, Kamble said newer topics like environment protection have been introduced. But there are no courses on political issues or even good governance.

Among the 612 attending the camp this year are 13 engineers and 11 doctors, 133 teachers, 19 lawyers, 72 self-employed, 81 employed, 51 farmers, six journalists, 17 professors, 64 pracharaks (full time RSS workers) and 71 students. Only 42 of them are from 18-20 age brackets while 146 are in 21-25 age group. The largest chunk of 275 is from 31-40 age group. RSS chief Mohan Bhagwat will address the valedictory function on June 6 at 6.30pm.

RSS Third Year Training Camp begins at Nagpur

NAGPUR, May 13: “We are committed to bring about a new transformation in the society, nay in the entire world. Anything new is not created sans pains and toil. Even a new birth is not without labor pains. We have come here to tone up our body, mind and intellect to become the vehicles of that change the entire humanity is awaiting eagerly. Let us utilize each moment in this camp to transform ourselves first”, said  Rashtriya Swayamsevak Sangh (RSS) Sah-Sarkaryawah K C Kannan here on Monday.

Delivering his inaugural address after the formal opening of the 25-days long RSS Third Year Sangh Shiksha Varg (Training camp) at the serene ambience at Maharshi Vyas Sabhagrih in Reshambag premises Kannan, who will be ‘guardian adhikari’ for the camp,  exhorted the 600-odd participants drawn from all over the country to learn and acquire as much as they can during the period of training camp so that they can tame their physical, psychological, intellectual and spiritual strength to become the agents of change the RSS desired to usher in the near future.

In his almost an hour-long spellbinding address in chaste Hindi with typical southern accent Kannan all the swayamsevaks coming to Nagpur in the summer for the training have to live and learn the techniques of the organizations in a special atmosphere and situation. The temperatures sore during the summer to new heights, language might be a problem for those who were not familiar with Hindi, and food might be not upto the taste. But braving all these odds the RSS swayamsevaks come here to perform their ‘sadhana’ or penance to prepare them for the service of the society and motherland, he said.

Delving deep into the history of such training camps, he said that presently a number of facilities are made available to the swayamsevaks as compared to the early days to make their stay bearable. But expected from all the participating swaysmsevaks that they would devote wholeheartedly to learn and acquire all that knowledge that would be imparted to them during the 25-day camp.

“We should participate in each and every activity here considering it as a worship of the God”, he said. Kannan also exhorted the swaysmsevaks to experience the inherent unity by mixing with their counterparts coming from different regions, and speaking different tongues. “We say that India is one and boast in our ‘Unity in Diversity’. Here is the chance for you to experience that unity”, he said urging them to take proper advantage of this opportunity to know and imbibe the percepts of different languages.

Referring to the discipline of the camp the RSS Sah-Sarkarywah said that the discipline here is an instrument of enriching our lives for the cause of our motherland.

Earlier, the camp was formally opened by lighting the traditional lamp by Dr Krishna Gopal, Sah-Sarkaryawah of RSS, Pawan Jindal, Sarvadhikari of the camp, Vitthal Kamble, Karyawah and K C Kannan. Dr Krishna Gopal introduced the various adhikaris of the camp.

The inaugural session was attended among others by RSS Akhil Bharatiya Sharirik Shikshan Pramukh Anil Oke, his deputy Jagadish, All India Bouddhik Pramukh Bhagayya, his deputy Mahavir, Sampark Pramukh Hastimal, Shankar Lal, Balkarishna Tripathi, Dr Shankar Tatwavadi, senior pracharak Rambhau Bondale, Ramnarain, Vidarbha Prant Sahsanghchalak Ram Harkare, and western region RSS sahkaryawah Dr Ravindra Joshi.

అఖిల భారత ప్రతినిధి సభ 2013 - విశేషాలు


వార్షిక నివేదికను సభకు సమర్పిస్తున్న సర్ కార్యవాహ మా.శ్రీ భయ్యాజీ జోషి
రాష్ట్రీయ స్వయంసేవక సంఘ అఖిల భారత ప్రతినిధి సభ సమావేశాలు ఈ సంవత్సరం మార్చి 15, 16, 17 తేదీలలో జైపూర్ లోని 'కేశవ విద్యాపీఠం' ప్రాంగణంలో జరిగాయి. సంఘ ప్రతినిధి సభలు ఒక విశేష పద్ధతిలో జరుగుతాయి. ఈ సభలలో గడిచిన సంవత్సరం జరిగిన కార్యక్రమాల విశేషాలు, సమీక్ష, ఈ సంవత్సరానికి సంబంధించిన కార్యక్రమాల యోజన జరుగుతుంది. అఖిల భారత అధికారుల రాబోవు సంవత్సరానికి సంబంధించిన పర్యటనలు కూడా ఈ సమావేశాలలోనే నిర్ణయింపబడతాయి. సంఘము - సంఘ ప్రేరణతో స్వయంసేవకులచే ప్రారంభించబడిన అన్ని వివిధ క్షేత్రాల అఖిల భారత ప్రముఖ కార్యకర్తలు ఈ సమావేశంలో పాల్గొంటరు. ఈ సమావేశం నాటికి ఆ క్షేత్రాల అఖిల భారత బైఠకులు పూర్తి అయి గత సంవత్సరం కార్యక్రమాల నివేదిక, ఈ సంవత్సరం కార్య్రప్రణాళిక సిద్ధం చేయబడుతుంది. ప్రతినిధి సభలో ఈ అంశాలు వివరించబడతాయి. అన్ని క్షేత్రాల మధ్య సమన్వయంతో పనులు జరగటానికి ప్రతినిధి సభ కీలకమైనది. ఈ సమావేశాలలో సంఘం - వివిధ క్షేత్రాల ప్రముఖులందరిని ఒకేచోట చూడటం ఇంకొక విశేషం. ఈ సమావేశాలలో పాల్గొన్న అందరికి సమాజంలోని అన్ని జీవన రంగాలలో ప్రవేశించి మనం పని చేస్తున్నామనే అనుభూతి కలుగుతుంది. ఇంతటి విశేష ప్రాముఖ్యం ఉన్న ఈ సమావేశాలలో ఇంకొక విశేషం కూడా ఉన్నది. పరమపూజ్య సర్ సంఘచాలక్ జీ మూడు రోజుల పాటు సమావేశాలలో చెప్పబడే నివేదికలు, జరిగే చర్చలు అన్నిటిని విని చివరి రోజున ప్రస్తుత కాలమాన పరిస్థితులలో మన వ్యవహారశైలి, సైద్ధాంతిక విషయాల గురించి మార్గదర్శనం చేస్తారు. మొత్తం సభల నిర్వహణ సర్ కార్యవాహ చేస్తారు. ఈ సంవత్సరం జరిగిన ఈ ప్రతినిధి సభలలో 1200 మందికి పైగా ప్రతినిధులు పాల్గొన్నారు.
ప్రతినిధి సభ ప్రారంభంలో గడిచిన సంవత్సరం ప్రతినిధి సభలలో చర్చించిన విషయాలు, నిర్ణయాలను సభ ఆమోదించింది. ఆ తదుపరి మాననీయ సర్ కార్యవాహ జీ తన వార్షిక నివేదిక సమర్పణ చేసారు. నివేదిక ప్రారంభంలో గడచిన సంవత్సరం మే మాసంలో జరిగిన శిక్షావర్గల యొక్క వివరాలు చెప్పారు. గడిచిన సంవత్సరం 50 స్థలాలలో 52 శిక్షావర్గలు జరిగాయి. ప్రథమవర్షలో 7,408 స్థలాల నుండి 12,544 మంది శిక్షణ పొందారు. 2,320 స్థలాల నుండి 3,063 మంది ద్వితీయవర్షలో శిక్షణ పొందారు. 923 స్థలాల నుండి 1003 మంది తృతీయవర్ష శిక్షావర్గలో శిక్షణ పొందారు. ఇది కాక విశేష ప్రథమ, విశేష ద్వితీయ వర్షలు కూడా నిర్వహించబడ్డాయి. ఆ తదుపరి వివిధ కార్యవిభాగాల సమగ్ర వివరాలు, ఆ తదుపరి దేశవ్యాప్తంగా జరిగిన వివిధ విశేష కార్యక్రమాల వివరాలను వివరించారు.
రాష్ట్రీయ సేవాభారతి (రిజిష్టర్డ్) 
రాష్ట్రీయ సేవాభారతి అనేది సేవా విభాగంలో ఢిల్లీ కేంద్రంగా దేశవ్యాప్తంగా పనిచేస్తున్న ఒక సంస్థ. ఈ సంస్థ 2003 వ సంవత్సరం డిశంబర్ 8న రిజిష్టర్ చేయబడింది. రాష్ట్రీయ సేవాభారతి దేశవ్యాప్తంగా రిజిష్టర్ చేయబడిన సేవాభారతి సంస్థల సమన్వయం కోసం ఏర్పాటు చేయబడిన గొడుగు వంటి సంస్థ.  రాష్ట్రీయ సేవాభారతి ఆధ్వర్యంలో ఈ సంవత్సరం దేశంలోని కొన్ని ప్రాంతాలలో సేవాసంగమ కార్యక్రమాలు ఏర్పాటు చేసింది. 
కేరళ - కొడంగలూరు, కర్నాటక - షిమోగా, ఝార్ఖండ్ - రాంచి, విదర్భ - నాగపూర్, అస్సాం - గౌహతి.
దేశవ్యాప్తంగా 427 రిజిష్టర్డ్ సంస్థలు, 1,32,000  సేవా కార్యక్రమాలు రాష్ట్రీయ సేవాభారతికి అనుబంధంగా ఉన్నాయి.
సమస్త జీవకోటికి ఆధారమై ప్రకృతి వరదానమైనవి వాయువు, జలం. రాజస్థాన్ ఎడారి ప్రాంతాలలో జల సంరక్షణకు జైపూర్ లో సేవా భారతి ఆధ్వర్యంలో విశేష ప్రయత్నాలు, విశేష యోజన చేస్తున్నారు.
ఆరోగ్య భారతి ఆరోగ్య భారతి ఆధ్వర్యంలో గడచిన సంవత్సరం విశేషంగా జరిగిన కార్యక్రమాలు
దేశవ్యాప్తంగా నిర్వహించబడిన విశేష కార్యక్రమాలు
1) పశ్చిమ బెంగాల్ స్వామి వివేకానంద 150 జయంతి కార్యక్రమాలలో భాగంగా యువకులకు కొల్ కతా నగర సమీపంలో శిబిరం నిర్వహించారు. 15 నుండి 40 సంవత్సరాల మధ్య వయస్సు వారు 2,052 స్థలాల నుండి 9,115 మంది పాల్గొన్నారు. ఈ కార్యక్రమం బెంగాల్ కు ఒక విశేష ప్రేరణ నిచ్చింది.
2) పూర్వ ఆంధ్ర్రప్రదేశ్ జనవరిలో హిందూ చైతన్య శిబిరము నిర్వహించబడింది. ఆ శిబిరంలో 2,404 స్థలాల నుండి 17,233 మంది స్వయంసేవకులు పాల్గొన్నారు. ఈ కార్యక్రమంలో భాగంగా 1) భారతీయ ప్రజ్ఞ అనే ఒక కళా ప్రదర్శన ఏర్పాటు చేశారు. ఈ దేశంలోని ప్రముఖ శాస్త్రవేత్తలు, కవులు, వీరుల చిత్రపటాలు, వారి వివరాలను అందులో ప్రదర్శించారు. ఈ ప్రదర్శనను సుమారు 1.25 లక్షల మంది ప్రజలు వచ్చి చూసారు. 2) శిబిరంలో మూడవ రోజున మాతృ సమ్మేళనం జరిగింది.  అందులో 10,000 మంది మాతృమూర్తులు పాల్గొన్నారు. 3) మాతృసమ్మేళనం అనంతరం సాధుసంతుల సమ్మేళనం జరిగింది. దానిలో 72 మంది సాధుసంతులు పాల్గొన్నారు. చివరి రోజున జరిగిన బహిరంగ సభలో 60 వేల మంది హిందూ బంధువులు పాల్గొన్నారు.
3) పశ్చిమ ఆంధ్రప్రదేశ్ ఫిబ్రవరిలో ఘోష్ తరంగ్ కార్యక్రమం నిర్వహించబడింది. ఈ కార్యక్రమంలో 865 మంది ఘోష్ వాదకులు పాల్గొన్నారు. ముగింపు కార్యక్రమంలో సంగీతానికి సంబంధించిన వివిధ రంగాల ప్రసిద్ధులు పాల్గొన్నారు.
4) మాల్వా ప్రాంతం మాల్వా ప్రాంతంలో జరిగిన ఏకత్రికరణ కార్యక్రమంలో 3,991 స్థలాల నుండి 83,345 మంది స్వయంసేవకులు పాల్గొన్నారు. పూజనీయ సర్ సంఘచాలక్ జీ ఆ కార్యక్రమంలో మార్గదర్శనం చేసారు.
5) కర్నాటక దక్షిణ్ మంగళూరులో పరమ పూజనీయ సర్ సంఘచాలక్ జీ పర్యటనలో భాగంగా స్వయంసేవకులకు సాంఘిక్ కార్యక్రమం ఏర్పాటు చేసారు. అందులో 1500 గ్రామాల నుండి 85,397 మంది పూర్ణగణవేష్ ధరించిన స్వయంసేవకులు పాల్గొన్నారు.
2012-13 సంవత్సరం దేశంలో పేర్కొనదగిన సంఘటనలను ఈ సందర్భంగా జ్ఙాపకం చేసుకుందాం
1) పాకిస్తాన్ దుర్మార్గం మరోసారి వెలుగు చూసింది. సరిహద్దులలోని మన ఇద్దరు సైనికులను పాక్ సైనికులు అపహరించి అతి దారుణంగా హతమార్చి వారి తలలు నరికి భారత్ కు పంపించారు. ఉగ్రవాదులకు బాసటగా ఉండే పాకిస్తాన్ సైన్యం యొక్క దుష్కృత్యం ఇది. దీనిని మన ప్రభుత్వం అచేతన స్థితిలో చూసి ఊరుకున్నది. ప్రభుత్వం పాకిస్తాన్ విషయంలో ఎటువంటి కఠిన చర్య తీసుకోకపోవటం శోచనీయం.
2) రక్షణ దళాలలో కూడా ఆయుధాల బేహారులు కనబడుతున్నారు. ఆయుధాల వ్యాపారంలో కుంభకోణాలు కనబడుతున్నాయి.
3) మహిళలపై అత్యాచారాలు, దాడులకు నిరసనగా దేశవ్యాప్తంగా పెద్ద ఎత్తున ఉద్యమాలు నడుస్తున్నాయి.
4) చైనా భారత్ పై దాడి చేసి 60 సంవత్సరాలు అయిన సందర్భంగా దేశవ్యాప్తంగా ఎంపిక చేయబడిన యువకులకు భారతదేశ సరిహద్దులు ఎట్లా ఉన్నాయో చూపించే విశేష కార్యక్రమం రచించబడింది. ఫిన్స్ అనే సంస్థ నిర్వహించింది. 'సరిహద్దుకు ప్రణామము' అనే ఈ కార్యక్రమంలో 5,769 మంది యువకులు పాల్గొన్నారు. ఈ సందర్భంగా సరిహద్దులలో నివసించే ప్రజలలో 7,08,105 మంది అక్కడ జరిగిన మానవహారంలో పాల్గొన్నారు.
5) స్వామి వివేకానంద 150వ జయంతి సందర్భంగా జరిగిన వివిధ కార్య్రక్రమాలలో లక్షలాదిమంది ప్రజలు పాల్గొన్నారు. డిసెంబర్ 25న జరిగిన సంకల్ప దివస్ కార్యక్రమంలో 9,385 స్థలాలలో 4,96,969 మంది పురుషులు, 97,915 మంది స్త్రీలు పాల్గొని సంకల్పం తీసుకున్నారు. జనవరి 12న జరిగిన శోభాయాత్రలలో 13,353 స్థలాలలో 49,70,445 మంది ప్రజలు పాల్గొన్నారు.
ఫిబ్రవరి 18న సామూహిక సూర్యనమస్కారాలు  
350 సంవత్సరాలకు పూర్వం సమర్థ రామదాస స్వామి సామూహిక సూర్యనమస్కారాలకు శ్రీకారం చుట్టారు. సూర్యుడు చైతన్యానికి, శక్తికి ప్రతీక. సూర్యనమస్కారాలు చేయటం వలన మనలో చైతన్యం, శక్తి, ఆరోగ్యం కలుగుతుంది. స్వామి వివేకానంద ఇనుప కండరాలు, ఉక్కు నరాలు, వజ్రం లాంటి దేహం కలిగిన వందమంది యువకులు లభిస్తే ఈ దేశ భవిష్యత్ ను మార్చేస్తానని చెప్పారు. అటువంటి శక్తివంతులైన యువకుల నిర్మాణానికి ప్రేరణగా వివేకానంద 150వ జయంతి సందర్భంగా ఈ సామూహిక సూర్యనమస్కారాల కార్యక్రమం నిర్వహించటం ఎంతో సముచితమైనది. ఈ సామూహిక సూర్యనమస్కారాల కార్యక్రమంలో దేశవ్యాప్తంగా 11,848 స్థలాలలో జరిగిన 48,375 కార్యక్రమాలలో సుమారు 1.5 కోట్ల మంది పాల్గొన్నారు. ఇందులో 49,70,445 మంది విద్యార్థులు.
స్వామి వివేకానంద 150 జయంతి సందర్భంగా జరిగిన ఇతర కార్యక్రమాలు
చత్తీస్ ఘడ్ ప్రాంతంలో మౌని అమావాస్య (ఫిబ్రవరి 10, 2013) రోజున విశాల హిందూ సమ్మేళనం జరిగింది. ఈ కార్యక్రమంలో 1500 గిరిజన గ్రామాల నుండి 1,25,000 మంది పాల్గొన్నారు. ఈ కార్యక్రమంలో పూజ్య వాసుదేవానంద సరస్వతి స్వామి, పరమ పూజనీయ సర్ సంఘచాలక్ జీ, చత్తీస్ ఘడ్ ముఖ్యమంత్రి శ్రీ రమణ్ సింగ్ పాల్గొన్నారు.
గుజరాత్ లోని వడోదరలో జనవరి 12 న జరిగిన కార్యక్రమం చాలా విశేషమైనది. అక్కడ 339 ఫ్లాట్స్ నుండి 12,926 మంది పురుషులు, 4,828 మంది మహిళలు కూడా పాల్గొన్నారు. 7 కి.మీ. సాగిన శోభాయాత్రకు వడోదరలోని మూడు లక్షల మంది ప్రజలు సాక్ష్యం. వివిధ ధార్మిక సంస్థల పెద్దలందరూ ఈ యాత్రలో పాల్గొన్నారు. స్వామి నారాయణ సాంప్రదాయం, గాయత్రీ పరివార్, బ్రహ్మకుమారీస్, ఇస్కాన్ మొదలైన అన్ని సంస్థల వారు ఈ కార్యక్రమంలో పాల్గొనటం విశేషం.
జనవరి 12న జమ్మూ కాశ్మీర్ లో 28 ర్యాలీలు నిర్వహించబడ్డాయి.
శ్రీలంకలో జరిగిన ఒక కార్యక్రమంలో 10,000 మంది అక్కడి ప్రజలు పాల్గొన్నారు.
ధర్మ జాగరణ
ధర్మజాగరణ విభాగం నేడు దేశవ్యాప్తంగా పని చేస్తున్నది. ఈ సృష్టిలో ఉండే సమస్త జీవజాలం ఆనందంగా, సుఖంగా, భద్రతతో ఉండాలని కోరుకునే మన హిందూ ధర్మాన్ని సామాన్య ప్రజలకు వివరించేందుకు పని చేయాలి. హిందువులను మోసపూరితంగా, భ్రమలు నిర్మాణం చేసి ఇతర మతాలలోకి మారుస్తున్న విషయం మనందరికి తెలుసు. అటువంటి మోసాలకు లోను కావద్దని, 'మనం అందరం హిందువులం' అని గుర్తు చేయటానికి ప్రయత్నం చేసే వేదికే ధర్మజాగరణ. దేశవ్యాప్తంగా అన్ని ప్రాంతాలలో ఈ పని జరుగుతున్నది. ఈ దిశలో విశేషంగా మూడు కార్యక్రమాలు నిర్వహించబడుతున్నాయి. 1) ధర్మ రక్షాబంధన్, 2) ధర్మ రక్షా దివస్, 3) భారత మాత పూజ.
ఈ సంవత్సరం దేశవ్యాప్తంగా పై మూడు రకాల కార్యక్రమాలు జరిగాయి.  
  1. ధర్మరక్షాబంధన్ కార్యక్రమంలో భాగంగా దేశంలోని 11,164 గ్రామాలలో 26,70,906 మందికి ధర్మ రక్షను కట్టడం జరిగింది. 
  2. ధర్మ రక్షా దివస్ కార్యక్రమాలు 1,888 జరిగాయి. ఈ కార్యక్రమాలలో 2,38,023 మంది పాల్గొన్నారు.  భారతమాత పూజా కార్యక్రమాలు మొత్తం 6,350 గ్రామాలలో జరిగాయి. మొత్తం 6,673 కార్యక్రమాలలో 6,19,001 మంది ప్రజలు పాల్గొన్నారు. 178 హిందూ సమ్మేళనాలు కూడా జరిగాయి. ఈ సమ్మేళనాలలో 8,857 గ్రామాల నుండి 2,49,549 మంది ప్రజలు పాల్గొన్నారు.

విశేష ధర్మ రక్షా యాత్రలు కూడా జరిగాయి. వాల్మీకి యాత్ర, శివ బాబా యాత్ర లాంటివి విశేషంగా యోజన చేసారు. ఇవి కాక పరంపరాగతంగా జరుగుతూ వస్తున్న కావడి యాత్ర, కలశ యాత్రలు, చునారి యాత్రలు 1780 జరిగాయి. ఇందులో 2,52,700 మంది పాల్గొన్నారు.
ప్రయాగ కుంభమేళాలలో జరిగిన మార్గదర్శక మండలి సమావేశంలో అయోధ్యలో రామమందిర నిర్మాణానికి దేశవ్యాప్తంగా రామనామ జప యజ్ఞం కార్యక్రమం ఉగాది పండుగైన ఏప్రిల్ 11 నుండి మే 13 అక్షయ తృతీయ వరకు నిర్వహించాలని నిర్ణయించారు.

  • సంఘ వ్యవస్థ దృష్ట్యా మొత్తం దేశం 41 ప్రాంతాలు, 813 జిల్లాలు, 6,139 ఖండలు, 54,989 మండలాలుగా విభజించబడినది.
  • ఈ సంవత్సరం నివేదిక ప్రకారం మొత్తం 41 ప్రాంతాలలోను శాఖలు ఏర్పడ్డాయి.

  • ఇప్పటి వరకు దేశవ్యాప్తంగా 1,23,397 సేవా కార్యక్రమాలు నిర్వహించబడుతున్నాయి. వీటిలో అత్యధిక సేవా కార్యక్రమాలు విశ్వహిందూ పరిషత్ ఆధ్వర్యంలో నిర్వహించబడుతున్నాయి.

బంగ్లాదేశ్ మరియు పాకిస్తాన్ లలో పీడించబడుతున్న హిందువుల సమస్యలను పరిష్కరించాలి

పాకిస్తాన్ మరియు బంగ్లాదేశ్ లలోని హిందువులపై జరుగుచున్న నిరంతర దాడులు, అత్యాచారాల పరిణామంగా అక్కడి హిందువులు అధిక సంఖ్యలో ఎడతెగకుండా భారత్ కు శరణార్థులుగా రావటంపై అఖిల భారత ప్రతినిధి సభ తీవ్ర బాధను, విచారాన్ని వ్యక్తం చేస్తున్నది. శరణార్థులుగా వస్తున్న నిస్సహాయ హిందువులు తమ జన్మస్థలాలలోను, భారత్ లో కూడా అత్యంత దయనీయమైన జీవితం గడపవలసిన పరిస్థితులు రావటం సిగ్గుచేటైన విషయం.

బంగ్లాదేశ్ లో ఈ మధ్య హిందువులు, బౌద్ధులపై, వారి ప్రార్థనా స్థలాలపై హిందూ విరోధులుగా, భారత్ విరోధులుగా పేరు పొందిన జమాయితే ఇస్లామీతో సహా మత విద్వేష సంస్థల ద్వారా జరుపబడిన దాడులను అఖిల భారత ప్రతినిధి సభ తీవ్రంగా ఖండిస్తున్నది. బంగ్లాదేశ్ లో ఈ దాడుల పరంపర కొన్ని దశాబ్దాలుగా కొనసాగుతూ వస్తున్నది. ఎటువంటి కారణాలు లేకుండా బంగ్లాదేశ్ లోని హిందువులు, ఇతర అల్పసంఖ్యాక వర్గాలు ముస్లిం ఆక్రమణ దాడులలో సమిధలుగా మారుతున్నారు. ఈ పాశవిక ఉన్మత్త దాడులను భరించలేక వేలాది మంది హిందువులు తమ మాన ప్రాణాలను కాపాడుకోవటానికి పారిపోయి భారత్ లో తలదాచుకొంటున్నారు. అటువంటి బంగ్లాదేశ్ హిందువులు, చక్మాలు పశ్చిమ బెంగాల్, అస్సాంలలో కొన్ని దశాబ్దాలుగా శరణార్థులుగా జీవిస్తున్నారు. బంగ్లాదేశ్ లో హింస ప్రజ్వరిల్లినప్పుడల్లా మరికొంతమంది క్రొత్తగా వచ్చి వాళ్లతో చేరుతున్నారు.

బంగ్లాదేశ్ తో పాటు పాకిస్తాన్ లో ఉన్న హిందువుల విషయాన్ని కూడా దేశ ప్రజలందరి దృష్టికి అఖిల భారత ప్రతినిధి సభ తీసుకొని వస్తున్నది. మనకు అందుబాటులో ఉన్న అన్ని రకాల నివేదికల ప్రకారము పాకిస్తాన్ లో ఉన్న హిందువులు పేదరికంతో, అభద్రతతో, మానవ హక్కులు కోల్పోయి దయనీయమైన జీవితం గడుపుతున్నారు. పాకిస్తాన్ లోని సిక్కులు, హిందువులపై దాడులు ఒకరకంగా చెప్పాలంటే ప్రతినిత్యం జరుగుతున్నాయి. బలవంతపు మతం మార్పిడులు, బలాత్కారాలు, ఎత్తుకపోవడం, బలవంతపు వివాహాలు, హత్యలు, ప్రార్థనా మందిరాల విధ్వంసం అక్కడి హిందువుల జీవితాలలో అంతర్భాగంగా మారిపోయాయి. పాకిస్తాన్ లోని ఏ ప్రభుత్వ వ్యవస్థ కూడా అక్కడి హిందువులను ఆదుకోవడానికి ముందుకు రాకపోవటం వల్ల అక్కడి హిందువులు భారత్ కు శరణార్థులుగా రావటం ఒక తప్పనిసరి పరిస్థితి అయిపోయింది. 'పాకిస్తాన్ లో ఉండే హిందువులు ఏదో తప్పు చేస్తున్న కారణంగా ముస్లింల దాడులకు గురి కావడంలేదు, వారిపై జరిగే దాడులు 1947 దేశ విభజన నాటి దాడులకు కొనసాగింపే' అని భారతదేశంలో ఉండే రాజకీయ నాయకులకు, మేధావులకు, సామాజిక రంగంలో పనిచేసే నాయకులకు అఖిల భారత ప్రతినిధి సభ గుర్తు చేస్తున్నది.

1947 నాడు జరిగిన వివేకహీనమైన, దు:ఖకరమైన భారతదేశ విభజనను ఆనాటి రాజకీయ నాయకత్వం పాకిస్తాన్, బంగ్లాదేశ్ లలో ఉన్న నిరపరాధులైన హిందువులపై రుద్దింది. ఒకే రాత్రిలో ఇప్పటి పాకిస్తాన్, బంగ్లాదేశ్ లలో ఉన్న హిందువుల మాతృభూమి వాళ్లది కాకుండా పరాయిదై పోయింది. ఆనాటి రాజకీయ నాయకుల అవ్యవహారం, దేశ విభజన నిర్ణయాలకు పాకిస్తాన్, బంగ్లాదేశ్ లలోని హిందువులు మూల్యం చెల్లిస్తున్నారు.

పాకిస్తాన్ బంగ్లాదేశ్ ల పౌరులుగా ఉన్న హిందువులు, అక్కడి నుండి భారత్ కు శరణార్థులుగా వచ్చిన హిందువులకు సంబంధించిన అన్ని విషయాలను భారత ప్రభుత్వం పునర్ విచారణ చేయాలని అఖిల భారత ప్రతినిధి సభ పిలుపునిస్తున్నది. ఈ సమస్య ఆయా దేశాల అంతర్గత సమస్య అని చెప్పి భారత ప్రభుత్వం తప్పించుకోలేదు. 1950 సంవత్సరం నెహ్రూ-లియాఖత్ ఒప్పందంలో రెండు దేశాలలోని మైనార్టీలకు పూర్తి రక్షణ, పౌరసత్వపు హక్కులు కల్పించాలని స్పష్టంగా చెప్పబడింది. భారతదేశంలో ఉన్న మైనారిటీలకు పూర్తి రక్షణ, రాజ్యంగ హక్కులు మాత్రమే కాక వాళ్లను సంతృప్తి పరచటానికి ప్రత్యేక సౌకర్యాలు, హక్కులు కూడా భారత ప్రభుత్వం కల్పిస్తున్నది. భారతదేశంలోని మైనారిటీలు వాళ్ల జనాభా,  ఆర్థిక విషయాలు, విద్యా విషయాలు, సామాజిక గౌరవం విషయాలలో ఒక మంచిస్థాయిలో ఉన్నారు. అదే పాకిస్తాన్, బంగ్లాదేశ్ లలో ఉన్న హిందూ మైనారిటీల పరిస్థితులు దీనికి భిన్నంగా ఉన్నాయి. పాకిస్తాన్, బంగ్లాదేశ్ లలో ఉన్న హిందువుల జనాభా కుంచించుకు పోవటం, నిరంతర దాడులు, అత్యాచారాలు, దారిద్ర్యం పెరగడం, మానవ హక్కుల నిరాకరణ మొదలైన కారణాలతో రక్షణ కోసం భారత్ కు శరణార్థులుగా వలసలు రావటం నిత్యకృత్యమై పోయింది.

దేశ విభజన సమయంలో హిందువుల జనాభా తూర్పు పాకిస్తాన్ (ఇప్పటి బంగ్లాదేశ్) లో 28%, పశ్చిమ పాకిస్తాన్ (పాకిస్తాన్) లో 11%  ఉండేది. నాడు భారత్ లో ముస్లింలు 8% ఉన్నారు. ఈ రోజున అక్కడి హిందువుల సంఖ్య తగ్గిపోయింది. బంగ్లాదేశ్ లో హిందువులు 10%, పాకిస్తాన్ లో హిందూ మైనార్టీలు 2% మాత్రమే మిగిలారు. అదే భారత్ లో ముస్లిం మైనారిటీలు 8% నుండి 14% కి పెరిగారు. బంగ్లాదేశ్, పాకిస్తాన్ లు దేశ విభజన సమయంలో చేసుకొన్న నెహ్రూ-లియాఖత్ ఒప్పందాన్ని ఉల్లంఘించినందుకు ఆయా దేశాలను నిలదీయటం మన ప్రభుత్వం యొక్క విస్మరించలేని కర్తవ్యమని అఖిల భారత ప్రతినిధి సభ పూర్తిగా, స్పష్టంగా అభిప్రాయపడుతున్నది. పాకిస్తాన్, బంగ్లాదేశ్ లలో మైనారిటీలుగా ఉన్న లక్షలాదిమంది జాడ లేకపోవటం ఆయా దేశాల అంతర్గత సార్వభౌమత్వ విషయమని ఉపేక్షించ వీల్లేదు. ఆ దేశాల నుండి రక్షణ కోసం భారత్ కు పారిపోయి వస్తున్న హిందూ శరణార్థుల విషయమై పాకిస్తాన్, బంగ్లాదేశ్ లను బోనులో నిలబెట్టవలసిన బాధ్యత మన ప్రభుత్వానిది. భారతదేశం నుండి అభద్రతతో ఒక్క వ్యక్తి కూడా పాకిస్తాన్, బంగ్లాదేశ్ లకు పారిపోలేదు. కాని అదే బంగ్లాదేశ్, పాకిస్తాన్ ల నుండి లక్షలాది మంది శరణార్థులుగా భారత్ కు చేరుకొంటున్నారు. ఈ హృదయ విదారకర దృశ్యాలను చూసి ప్రతినిధి సభ చలించిపోతున్నది. పాకిస్తాన్, బంగ్లాదేశ్ లలో ఉండే హిందువుల విషయంలో ఒక క్రొత్త విధానాన్ని అనుసరించాలి. ప్రపంచంలో అనేక దేశాలలో ఉండే హిందువుల పరిస్థితులకు  - పాకిస్తాన్, బంగ్లాదేశ్ లలో ఉండే హిందువుల పరిస్థితులకు పోలికే లేదు. ఎన్నో దుర్భర పరిస్థితులను ఆ రెండు దేశాలలో మాత్రమే ఎదుర్కొంటున్నారు.

భారత ప్రభుత్వం వెంటనే ఈ క్రింది చర్యలు చేపట్టాలి 
  1. పాకిస్తాన్, బంగ్లాదేశ్ లలో ఉన్న మైనారిటీలైన హిందువుల రక్షణకై అక్కడి ప్రభుత్వాలపై వత్తిడి తేవాలి.
  2. జాతీయ శరణార్థి, పునరావాస విధానాలను రూపొందించి ఆ రెండు దేశాల నుండి వస్తున్న హిందువులు గౌరవప్రద జీవనాన్ని గడపడానికి కావలసిన ఏర్పాట్లు భారత ప్రభుత్వము చేయాలి. సంపూర్ణ భద్రతతో, గౌరవంగా తమ దేశాలకు తిరిగి వెళ్లే పరిస్థితులు నిర్మాణమయ్యే వరకు ఈ వ్యవస్థ కొనసాగాలి.
  3. పాకిస్తాన్ బంగ్లాదేశ్ ల నుండి అక్కడి హిందువులు శరణార్థులుగా భారత్ కు వస్తున్నందుకు పాకిస్తాన్, బంగ్లాదేశ్ ల నుండి నష్టపరిహారాన్ని డిమాండ్ చేయాలి.
  4. పాకిస్తాన్, బంగ్లాదేశ్ లలో ఉన్న హిందువులు మరియు ఇతర మైనారిటీలు రక్షణతో, గౌరవప్రదమైన జీవనం గడపడం కోసం ఐక్యరాజ్యసమితి, మానవ హక్కుల సంఘాలు తమ అధికారాలను సక్రమంగా ఉపయోగించేందుకు డిమాండ్ చేయాలి.
శరణార్థులుగా వస్తున్నవారు కేవలం హిందువులయినందువలననే భారత ప్రభుత్వం ఉదాసీనంగా వ్యవహరిస్తున్నదని అఖిల భారత ప్రతినిధి సభ ప్రకటించవలసి వస్తున్నది. మన ప్రభుత్వ బాధ్యతారాహిత్యాన్ని, ఉదాసీన వైఖరిని నిలదీయటానికి దేశ ప్రజలందరు ముందుకు రావాలి. పాకిస్తాన్, బంగ్లాదేశ్ లలో అమానుష కృత్యాలకు గురవుతున్న హిందువుల యొక్క మరియు అక్కడి బాధలకు తట్టుకోలేక శరణార్థులుగా భారత్ కు వస్తున్న హిందువుల యొక్క భద్రత, హక్కులు కాపాడటానికి యావత్ దేశం వారి వెనుక నిలబడవలసిన ఆవశ్యకత ఎంతైనా ఉన్నదని అఖిల భారత ప్రతినిధి సభ పిలుపునిస్తున్నది.

భారతదేశం ధర్మభూమి, పుణ్యభూమి, కర్మభూమి. భూప్రపంచంలో అతి విశిష్టమైన, అతి సుసంపన్నమైన, శక్తివంతమైన దేశం. ఇటువంటి మహోన్నతమైన దేశానికి, దేశ ప్రజలకు కష్టాలు తప్పలేదు. అనాదికాలం నుండి అధర్మం పెచ్చరిల్లడం దుష్టశిక్షణ చేసి, శిష్టరక్షణ మరియు అధర్మ వినాశనం, పున:ప్రతిష్ఠాపన చేయడం కోసం శ్రీ మహావిష్ణువు పది అవతారాలెత్తి మన జాతినుద్ధరించడం మనమెరిగిన చరిత్ర. 
కలియుగంలో గత వెయ్యి సంవత్సరాలలో మనదేశం చెప్పరాని క్లేశాలను అనుభవించినది. స్వాతంత్ర్యం కోల్పోయింది. ఈకాలఖండంలో ఎందరో మహాపురుషులు అవతరించారు. ధర్మరక్షణకు, జాతి పునర్వికాసానికి స్వాతంత్ర్య సాధనకు ఎంతో కృషి చేశారు. కాని కారణం ఏమిటో తెలియదు, ఫలితం మాత్రం శూన్యం. మన హిందూ దేశానికి ఒక వింత సమస్య. మనం శక్తివంతులమే, కాని ఓడిపోయాం. జ్ఙానులమే, కాని అజ్ఙానుల వద్ద పాఠాలు నేర్చకోవలసి వచ్చిన దౌర్భాగ్యం. హిందువులకేమి తక్కువ? ఒక ఆదిశంకరాచార్యులు, ఒక చాణక్యుడు, ఒక ఛత్రపతి శివాజీ అందరూ మనవారే. ఆధునిక కాలంలో ఒక దయానంద సరస్వతి, ఒక వివేకానందుడు, ఒక వినాయక సావర్కరుడు. వీరంతా దేశహితం కోసం, జాతి విమోచనం కోసం అహరహం శ్రమించినవారు. ఆంగ్లేయులు, ఫ్రెంచివారు, డచ్చి, బుడతకీచులు ఇటువంటి అడ్డమైనవారు ''దొంగలు-దొంగలు ఊళ్ళు పంచుకున్నారు'' అన్నట్లు హిందూ దేశాన్ని పంచుకున్నారు, పరిపాలన సాగించారు. చివరికి అందరినీ త్రోసిరాజని ఆంగ్లేయులు దాదాపుగా మొత్తం భారతావనిని చేజిక్కించుకుని అనైతిక పాలన సాగించారు. ఆశ్చర్యకరమైన విషయం ఏమంటే మనలను ఓడించి ఆక్రమించిన వారు సంఖ్యాబలంలో మనకంటే ఎన్నోరెట్లు తక్కువగా ఉన్నారు. అంటే అత్యల్ప సంఖ్యాకులు అత్యధిక సంఖ్యాకులను ఓడించి బానిసత్వంలోకి నెట్టారన్నమాట. ఇది తర్కానికి నిలువని మాట. కాని అదే వాస్తవం. ఇరువదవ శతాబ్దం ప్రారంభంలో భారతదేశ స్థితి ఇది.

మహారాష్ట్రలోని నాగపురం పట్టణంలో ఒక నిష్ఠాగరిష్ఠుడు బలీరాం శ్రీధర్ హెడ్గేవారు ఒక ఉదయం స్నానాదులు ముగించి సూర్యోదయ వేళ సంధ్యావందనానికై ఉపక్రమించి 'ఓం కేశవాయ స్వాహ' అనబోతుండగా కుటుంబ సభ్యులొకరు పరుగు పరుగున వచ్చి ''అయ్యా! తమకు కుమారుడు జన్మించాడు" అని వార్త అందించారు. కేశవ నామాన్ని జపిస్తుండగా జన్మించిన పుత్రుడు కాబట్టి ఆ బిడ్డకు కేశవరావు అని నామకరణం చేశారు. ఆ వేళ చైత్రశుద్ధ పాడ్యమి (1.4.1889) ఉగాది పర్వదినం. ప్రొద్దు ఎక్కినకొద్దీ భానుడు చండప్రచండం అయినట్లు బాల కేశవుడు కూడా దినదినాభివృద్ధి చెందుతూ ఎదగసాగాడు. హెడ్గేవార్లది పేద కుటుంబం. కేశవుడి అన్నదమ్ములిద్దరూ పౌరోహిత్యం చేసేవారు. కేశవుడిని మాత్రం ఇంగ్లీషు చదువులో పెట్టారు తండ్రి. బాల్యం నుండీ కూడా కేశవుడు తన విశిష్టతని చాటుకుంటూనే పెరిగాడు. ఎదురులేని దేశభక్తి, ఎటువంటి శక్తికి కూడా తలవంచని ధైర్యం. సహజంగా అబ్బిన సంఘటనా చాతుర్యం. చిన్నతనంలోనే తాను చదువుకునే ''నీల్ సిటీ" పాఠశాలలో పాఠశాల ఇన్ స్పెక్టరు పాఠశాలకు వచ్చినప్పుడు బ్రిటిష్ ప్రభుత్వానికి వ్యతిరేకంగా విద్యార్థులనందరినీ సమీకరించి ''వందేమాతరం'' నినాదాన్ని బిగ్గరగా అనిపించి ఆంగ్లేయ అహంకారాన్ని నివ్వెరపోయేటట్లు చేశాడు. ఫలితంగా పాఠశాల నుండి వెళ్లగొట్టబడ్డాడు. అయినా లొంగలేదు. చదువులో ఎప్పుడూ చురుగ్గా ఉంటూనే శరీర వ్యాయామానికి అత్యంత ప్రాధాన్యం ఇస్తూ దృఢకాయుడుగా, ఆరోగ్యంగా ఉండేవాడు. ఎన్నో ఒడిదుడుకుల మధ్య, బ్రిటిష్ వ్యతిరేకత కారణంగా ఎన్నో ఇబ్బందులు ఎదుర్కొంటూ మెట్రిక్ పరీక్షలో ఉత్తీర్ణుడయ్యాడు. ఎట్టి పరిస్థితులలో మాతృదేశ దాస్యశృంఖలాలను ఛేదించాలనే పట్టుదలతో స్వాతంత్ర్య ఉద్యమంలో పాల్గొన్నాడు. విప్లవ వీరులతో పనిచేసాడు. కాంగ్రెస్ కార్యకర్తగా ఒక సంవత్సరం జైలు జీవితం కూడా రుచి చూశారు. పదహారు సంవత్సరాల చిరుప్రాయంలోనే బ్రిటిష్ డిటెక్టివ్ లు ఎల్లప్పుడూ కేశవుడిని వెంబడిస్తూ ఉండేవారంటే కేశవరావు దేశభక్తి, కర్తృత్వం ఏమిటో తెలుస్తాయి. అతిపెద్ద హిందూ దేశం అతి చిన్న బ్రిటన్ దేశాన్ని ఎందుకు ఎదుర్కోలేకపోయింది? గత వంద సంవత్సరాలలో ఎంతో మంది వీరులు ప్రాణతర్పణం చేసి కూడా ఎందుకు దేశాన్ని విముక్తం చేయలేకపోయారు? ఈ ప్రశ్నలు కేశవరావును ఎల్లప్పుడూ వేధించేవి. కలకత్తాలో వైద్యవిద్య అభ్యసించి డాక్టరు పట్టా సాధించి భారతమాతను పట్టిపీడిస్తున్న సమస్యను కూలంకషంగా అధ్యయనం చేసి ఒక ఔషధం, ఒక చికిత్సా విధానం కనిపెట్టాడు కేశవరావు. ఆ తరువాత డాక్టర్జీగా అందరితో ఎంతో ప్రేమతో పిలువబడిన డాక్టర్ కేశవరావు బలీరాం హెడ్గేవార్ చేసిన నిర్ణయం ఏమిటంటే ''భారతమాత సంతానం హిందువులు. కాబట్టి భారతదేశం హిందువులదే, కనుక ఈ దేశం కోసం హిందువులే పోరాడాలి''. ''హిందువులలో ఐకమత్యం లేదు. జాతీయ భావన లుప్తమయింది. హిందువులలో సంఘటన సాధించాలి. వారి కర్తవ్యం వారికి బోధపడాలి. ఇవన్నీ నెరవేరాలంటే దానికి ఒక ప్రయత్నం కావాలి'' అని డాక్టర్జీ నిర్ణయించారు. ఆ నిర్ణయ ఫలితమే రాష్ట్రీయ స్వయంసేవక సంఘం. 1925 విజయదశమి పర్వదినాన డాక్టర్జీ రాష్ట్రీయ స్వయంసేవక సంఘాన్ని (ఆర్.ఎస్.ఎస్.) స్థాపించారు. డాక్టర్జీ చేత స్థాపించబడిన సంఘం గత 87 సంవత్సరాలుగా నిర్విరామ కృషి జరుపుతూ పున:ధర్మప్రతిష్ఠాపనే లక్ష్యంగా ముందుకు వెళ్తున్నది. విజయం వైపు అప్రతిహతంగా దూసుకుపోతున్నది. 

సాంస్కృతిక జాతీయవాదానికి దూరంగా పోరాదు - డా. బాబాసాహెబ్ అంబేడ్కర్





డా.అంబేడ్కర్ ఆలోచనలను మనం అనుసరించి తీరవలసిన ముఖ్యమైన అంశం సాంస్కృతిక జాతీయవాదం. 

జాతీయతకు ఆధారం కేవలం నిర్వచించుకొన్న సరిహద్దుల మధ్య పుట్టటమో, నివసించటమో, పన్నులు చెల్లిస్తూ ఉండటమో, పౌరసత్వపు సర్టిఫికెట్ సంపాదించుకోవటమో కాజాలవని, ఆ జాతి ప్రజానీకంతో అభిన్నంగా, అవిభాజ్యంగా తనను తాను భావించుకొనే సాంస్కృతిక సూత్రం ఒకటి ఉండి తీరాలని ఆయన ప్రగాఢంగా విశ్వసించాడు. తాను పెట్టిన పత్రికలకు, సంస్థలకు, బహిష్కృత భారత్ వంటి పేర్లను ఉంచడమూ, మతం మార్చుకొనే సందర్భంలో కూడా సాంస్కృతిక ధారకు దూరంగా పోకుండా ఉండే విధంగా బౌద్ధధర్మాన్ని స్వీకరించటమూ, జాతీయ పతాకంగా కాషాయ వర్ణ పతాకాన్ని బలపరచటమూ, జాతీయ అనుసంధాన భాషగా సంస్కృతాన్ని ప్రతిపాదించే యత్నం చేయటమూ, రాజ్యాంగాన్ని ఆమోదించే సందర్భంలో దీనిని ప్రాచీనమైన, సుదీర్ఘమైన చరిత్రగల జాతిగా గుర్తించి, మన జాతి  స్వాతంత్ర్యం కాపాడుకోవాలని, గతంలో చేసిన తప్పులు మళ్లీ చేయరాదని హితవు పలకటం మొదలైనవన్నీ డా.అంబేడ్కర్ సాంస్కృతిక జాతీయ వాదానికి నిదర్శనాలు.

'సరస్వతీ నది' నిజమే


త్రివేణీ సంగమంలో అంతర్వాహినిగా ఉన్న సరస్వతీ నదిపై ఇస్రో (ఇండియన్ స్పేస్ రిసర్చ్ ఆర్గనైజేషన్) హిమాలయాలలో పరిశోధించింది. దాని సారాంశం ఏమిటంటే ''రాజస్థాన్, గుజరాత్ లలో ఒకప్పుడు సరస్వతీ నది ప్రవహించిందని చెపుతున్న విషయంలో ఎటువంటి అనుమానం లేదు'' అని. 
ఉపగ్రహ ఛాయాచిత్రాలలో ఆయా రాష్ట్రాలలో ఈ నది ఆనవాళ్లు స్పష్టంగా కనబడ్డాయని చెపుతున్నారు.

హిందుత్వం మతం కాదు



నాగపూర్ లోని ఇన్ కంటాక్స్ ట్రిబ్యునల్ ఒక కేసు విచారణలో తీర్పునిస్తూ హిందుత్వము అనేది మతం కాదని, శివుడు, హనుమంతుడు, దుర్గ మొదలైన దేవతలందరూ ప్రకృతిలోని శక్తులని, ఈ దేవతలందరూ ఒక మతానికి చెందినవారుగా చెప్పలేమని చెప్పారు. 


''శివుడు, హనుమంతుడు, దుర్గ మొదలైన దేవాలయాల పూజల ఖర్చులు మతపరమైన ఖర్చులుగా భావించలేము'' అని ట్రిబ్యునల్ తీర్పునిచ్చింది. నాగపూర్ లోని ఒక శివాలయ కమిటీ వేసిన కేసుపై ట్రిబ్యునల్ ఈ తీర్పునిస్తూ ఆ శివాలయ ఖర్చులకు ఇన్ కంటాక్స్ నుండి మినహాయింపు ఇవ్వాలని చెప్పింది.

Ram Madhav writes: Govt Must Renegotiate Pending Issues in Indira–Mujib Accord before ratifying it

In 1974, India and Bangladesh entered into an agreement on borders. Popularly known as Indira – Mujib Pact – the two signatories of the pact were the then Indian Prime Minister Indira Gandhi and the then Bangaldeshi Prime Minister Mujib-ur-Rehman – this agreement sought to cover the demarcation of the land boundary between the two countries and other related issues. There were 15 border related issues over which a settlement was arrived at by the two countries through this agreement. Those issues relate to states like Tripura, Meghalaya, Assam and West Bengal.

Article 5 of the said agreement stipulated that: “This agreement shall be subject to ratification by the Governments of India and Bangladesh and Instruments of Ratification shall be exchanged as early as possible. The Agreement shall take effect from the date of the exchange of the Instruments of Ratification”.

This Agreement was signed in two originals by both the Prime Ministers on May 16, 1974.

On November 28, 1974 Bangladesh Parliament had passed the Constitution (Third Amendment) Act, 1974 ratifying the Indira – Mujib Accord. Since passing this Amendment and ratifying this Agreement as per Art 5 of it the Bangladesh Government has repeatedly taunted India for not doing their bit by getting the same in Indian Parliament.

It is true that Government of India has not been able to get the Parliament’s nod for the Agreement in all these four decades. One of the reasons could be the flawed nature of the Agreement. In the form it was agreed upon by both the former PMs that it would have certainly created a huge backlash in India, at least over some sections of the Agreement.

Almost after 40 years the Government of India suddenly woke up and decided to ratify the Agreement in our Parliament. Thankfully, since this flawed agreement involves Indian Territory being transferred to Bangladesh without any compensation from the other side, it required an amendment to our Constitution as well. In an earlier case of Berubari transfer – to which we shall turn very soon – the Supreme Court of India had mandated that the Government can only play with the territory of India through a Constitutional Amendment that will have the support of the majority members of the Parliament and two thirds of the members present.

The current session of the Parliament is likely to witness the introduction of the Constitution Amendment Bill for the purpose of ratifying the four-decades-old India – Mujib Accord.

Pending Issues
There are three major issues that are still pending calling for implementation to make this agreement fully operational.
1.     There is a 6.1 kilometre long stretch on the border between the two countries which is still not demarcated. It is spread in three sectors; Daikhata – 56 in West Bengal, Muhuri river – Belonia in Tripura and Lathitila-Dumabari in Assam.
2.     Enclaves: The partition of India in 1947 had created a peculiar situation in Bengal, which was divided into two. A total of 152 enclaves on both sides became a contentious issue. Enclaves are land-locked areas in each country that don’t belong to that country. There were historical reasons for this situation, For instance,  if the Nawab of Bengal had gifted land to a Sardar, perhaps post Partition, the gifted part of the land remained in Pakistan, with the rest of the Sardar’s territory becoming a part of Independent India. There are about 111 such enclaves that belong to India but remain to this day in Bangladesh territory. They measure an area of approx. 17,161 acres. Similarly there are 51 enclaves in India measuring approximately 7,110 acres that belong to Bangladesh.  All the enclaves belonging to Bangladesh are located in the Coochbehar district of West Bengal whereas all the Indian enclaves in Bangladesh fall in four districts – Panchagarh, Lalmonirhat, Kurigram and Nilphamari.
3.     Adverse possession: The third major issue is adverse possession. Adverse possession means areas occupied by people of each country across its boundary in the other country. These are human encroachments leading to settlement of people for decades in areas along undemarcated borders inside the territory of the other country. Although it is very difficult to identify each and every adverse possession area the two governments have so far identified 14 places where border realignment is needed. Six of them are in West Bengal; two are in Assam, five in Meghalaya and one in Tripura.

A serious exercise to resolve these three issues began sometime in late 90s, although one of the major issues in the 1974 Agreement was implemented through a perpetual land transfer in Tin Bigha area in 1992. A Joint Boundary Working Group (JBWG) was created in 2001 to address these three outstanding issues. According to the information provided by the Indian Government this JBWG held meetings four times in last ten years.

Prime Minister of Bangladesh Sheik Hasina was in India in January 2010. During her visit she expressed her strong desire to see the border issues resolved. The Government of India too concurred.  Year-long negotiations, land surveys and joint visits to disputed areas by teams of officials followed, resulting in the announcement of a Protocol in 2011. This Protocol to the demarcation of the land boundary as envisaged in the 1974 Agreement was signed during the visit of Indian Prime Minister Dr. Manmohan Singh to Bangladesh in September 2011. Called Protocol to the Agreement Concerning the Demarcation of the Land Boundary between India and Bangladesh and Related Matters’,this Protocol was signed on 7 September 2011 by the Foreign Ministers of India and Bangladesh, Shri S.M. Krishna and Smt. Dipu Moni respectively.

As per this Protocol, India is now bound to resolve the three pending issues of the 1974 Agreement as mentioned earlier and get the Agreement ratified by Indian Parliament. After that the Government of India has to exchange the Instrument of Ratification with Bangladesh, thus finally sealing the border issue. In order to complete this task the Government of India is now hastily pushing for the said Constitutional Amendment.

Territorial Integrity Compromised
The entire issue smacks of ad-hoc-ism and meekness, and the disrespect for the sovereignty of the nation and sentiments of the people.  It also shows the anti-Constitutional approach of the Government of India. On their part, the Pakistan Government before 1971 and the successive Bangladesh Governments post Liberation, displayed sleight and skulduggery on this issue of border settlement.

For example, take the case of the enclaves. Article 1.12 of the 1974 Agreement states:
“12. Enclaves
            The Indian enclaves in Bangladesh and the Bangladesh enclaves in India should be exchanged expeditiously, excepting the enclaves mentioned in paragraph 14 without claim to compensation for the additional area going to Bangladesh.”

There are two major contentious issues in this one sub-section. The statement ‘without claim to compensation for the additional area going to Bangladesh’ is the first How can any Government agree to a clause that is a gross violation of the principle of sovereignty? Is a Prime Minister authorised to simply give away the territory in that manner? Internationally, when exchange of territory is mandated, it is ensured that both sides are equally compensated. But in this case Madam Gandhi found it prudent to agree for ‘additional area’ going to Bangladesh.

This so-called ‘additional area’ amounts to around 10,000 acres of land. As mentioned earlier, the Indian enclaves inside Bangladesh Territory measure 17,161 acres whereas the Bangladesh enclaves inside Indian Territory measure 7,110 acres. Thus, an additional area of 10,051 acres is being ceded by India to Bangladesh without claim to compensation.

Here it is relevant to turn to the reference to paragraph 14 of the Article 1 which reads thus:
“14. Berubari
            India will retain the southern half of south Berubari Union No. 12 and the adjacent enclaves, measuring an area of 2.64 square miles approximately, and in exchange Bangladesh will retain the Dahagram and Angarpota enclaves. India will lease in perpetuity to Bangladesh an area of 178 metres x 85 metres near ‘Tin Bigha’ to connect Dahagram with Panbari Mouza (P.S. Patgram) of Bangladesh.”

This trickery can be easily understood by anyone. Dahagram and Angarpota enclaves measure around 4500 acres of area. They are inside Indian Territory in Coochbehar district. In principle they should become part of India under the exchange clause. It would have reduced the difference in loss of area to around 3000 acres. But through paragraph 14 of Art 1 of the 1974 Agreement, Bangladesh had ensured that not only the enclaves remain with them but that India would cede more of its own territory in Tin Bigha in the name of ‘lease in perpetuity’. This would be done to create a passage between the Bangladeshi mainland and the enclaves in the Indian Territory. The Tin Bigha corridor was transferred in perpetuity to Bangladesh by Indian Government led By Shri P.V. Narasimha Rao in 1992 despite massive popular protests all over the country.

It is also important to understand that the issue of adverse possession too is a total surrender by Indian Government to the Bangladesh Government’s high-handed attitude. Radcliff line was violated by Bangladesh in many places in the states of Assam, Bengal and Meghalaya, with Bangladeshi citizens occupying Indian Territory. Now, through border realignment process, the Government of India is not only allowing those occupiers to retain the territory, but is also leaving behind scores of Indian families in what would become Bangladesh as a result of the realignment process. There is huge resentment in Assam, Meghalaya and Tripura over this grave injustice. Nevertheless, the Government wants to proceed with this border realignment process, on the facetious plea that India would gain 500 acres of territory by this realignment.

What all this demonstrates clearly is that the rulers of the country have scant regard for its territorial integrity and sovereign rights.  Here it is important to understand the aforementioned issue of Berubari in order to fully appreciate the implications of the present ratification issue.

The Saga of Berubari
Berubari, a small group of villages in Jalpaiguri sitrict of today’s West Bengal falls under the two Thanas of Jalpaiguri and Boda. At the time of the Partition of India, Sir Cyril Radcliff, who was the Chairman of the Borders Commission, was vested with the responsibility of delineating the border between East and West Bengal. Radcliff Award included entire Berubari region in Indian Union and gave it to West Bengal. However in the written narrative Thana Boda was omitted in mentioning. Since the lines on the map, when translated into actual border lines on the ground, are liable for minor errors, Pakistan wanted to exploit the omission of Thana Boda’s mention in Radcliff Award and started claiming rights over Berubari. That the claim was illegal can be concluded from the very fact that in 1948, a commission by name Bagge Tribunal was set up to address certain kinds of boundary disputes.  Its report, submitted in 1950 was never objected to by Pakistan. In fact until 1952, Pakistan never raised the question of Berubari and it was generally concluded that Berubari was an integral part of the Indian Union.
But some time in 1952 the Pakistan Government had raised the issue of Berubari claiming that the territory belonged to them. Its claims were based on the specious grounds that Thana Boda was never mentioned in the Radcliff Award and the boundary line, on the maps places Berubari in its territory. People of Berubari, majority of whom were Hindus, and the then Government of West Bengal too stoutly opposed these Pakistani claims. Bidhan Chandra Roy, the first Chief Minister of West Bengal, got the State Assembly to pass a resolution against the illegal demand of Pakistan. More than 12,000 villagers had cut their fingers and wrote to then President of India Rajendra Prasad: ‘Amra rakto debo, pran debo, Berubari debona. (We will rather give blood than give Berubari).

In spite of all this, Prime Minister Jawaharlal Nehru decided to have an agreement with the Governor of East Pakistan, Feroz Khan Noon on the issue of Berubari. Nehru and Noon signed an agreement on Berubari splitting it into two, and awarding South Berubari (comprising several villages) to East Pakistan (now Bangladesh). The agreement also included exchange of enclaves, wherein India will retain Bangladeshi enclaves in Coochbehar district and Bangladesh will retain certain Indian enclaves present in its territory. Here too, item 10 of the Agreement is as follows:” (10) Exchange of Old Cooch- Behar Enclaves in Pakistan and Pakistan Enclaves in India without claim to compensation for extra area going to Pakistan, is agreed to. Nehru had not even thought it prudent to consult the Chief Minister of West Bengal B.C. Roy on these issues.

However, the nation must be ever-grateful to President Rajendra Prasad who was not inclined to support the Nehru-Noon Pact. He decided to use his powers as President to refer the matter to the Supreme Court of India. Under a special Presidential Reference this question of whether the Executive Wing of the Government has the right to enter into an agreement ceding territory of India was taken up. This Presidential Reference under Art 143(1) of Indian Constitution was made on April 1, 1959.

Through this Presidential reference Dr. Rajendra Prasad placed the following queries before the Supreme Court:
“(1) Is any legislative action necessary for the implementation of the Agreement relating to Berubari Union? 
(2) If so, is a law of Parliament relatable to article 3 of the Constitution sufficient for the purpose, or is an amendment of the Constitution in accordance with article 368 of the Constitution necessary, in addition or in the alternative?
(3) Is a law of Parliament relatable to article 3 of the Constitution sufficient for implementation of the Agreement relating to Exchange of Enclaves or is an amendment of the Constitution in accordance with article 368 of the Constitution necessary for the purpose, in addition or in the alternative?”
What is interesting in this case was that State of West Bengal, then ruled by a Congress Government under Dr. B.C. Roy, had deputed its lawyers to contest the claim of the Union Government. Besides the West Bengal Government, many others too impleaded themselves into this case. Most of them were from Bharatiya Jana Sangh.

The Attorney Generals representing Union Government argued that the Executive wing – meaning Prime Minister and his Government – is as powerful as the Legislature – the Parliament in entering into such treaties. They also tried to mislead the Court by arguing that there was no ceding of territory and it was merely a boundary adjustment. This line of argument amply demonstrates the arrogance, authoritarianism and utter disrespect for territorial integrity of India of Prime Minister Nehru. The West Bengal Government and others in the case contested the claim stoutly. Lawyers of the West Bengal Government argued that it was wrong to say that the agreement amounts merely to delineation of the boundary. It involves cession of Indian Territory to Pakistan.

On March 14, 1960 Js. Gajendragadkar of the Supreme Court of India delivered his verdict on the Presidential Reference. The learned Justice categorically demolished the highhanded argument about the legislative competence of the Government in ceding territory to Pakistan. “We cannot accede to the argument urged by the learned Attorney-General that it does no more than ascertain and determine the boundaries in the light of the award. It is an Agreement by which a part of the territory of India has been ceded to Pakistan and the question referred to us in respect of this Agreement must, therefore, be considered on the basis that it involves cession or alienation of a part of India’s territory”, the Court observed.

The judgement opined that “the agreement (Nehru-Noon Accord) does not appear to have been reached after taking into account these facts and is not based on any conclusions based on the interpretation of the award and its effect”. It also expressed its displeasure over the argument of the Government placed before it through the Attorney General Berubari was never included in Indian Union in finality. “We are not impressed by this argument either. As we have already indicated, since the award was announced, Berubari Union has remained in possession of India and has been always treated as a part of West Bengal and governed as such”, they said.

In conclusion, the Supreme Court had categorically stated that the Executive had no powers to enter into agreements ceding the territory of India. Such a power rests only with the Parliament of India, and even there it has to happen through a Constitutional Amendment under Art 368 which will have the support of the ‘majority of the total membership of the House and by a majority of not less than two-thirds of the House present and voting’. The Supreme Court gave a broad hint that what is needed in such situations is a national consensus. It made a parting observation saying: “….it (Government) should obtain the concurrence of a substantial section of the House which may normally mean the consent of the major parties of the House, and that is a safeguard provided by the Article in matters of this kind.”

 The great democrat in Nehru didn’t find it necessary to go by the spirit of the judgement.  Instead he chose to go by the technicalities. I Ignoring huge protests by people, including that of the Government of West Bengal and many political parties such as the Bharatiya Jana Sangh, Nehru went ahead with the ceding of the Indian territory in Berubari to Pakistan by using the brute majority in the Parliament through the Ninth Amendment to the Constitution of India on 28 August 1960.

However, a spate of appeals, court cases and opposition from West Bengal Government and people of the state, especially those living in the Berubari area prevented the Government of India to implement the transfer of South Berubari to Pakistan. The Supreme Court had finally upheld the right of the Parliament to cede Berubari to Pakistan in March 1971. By that time Pakistan had plunged into a massive internal struggle, leading to the division of that country into two. On March 26, 1971 Bangladesh emerged as a new nation, comprising entire East Bengal. This has resulted in a piquant situation as the Ninth Amendment became unimplementable. Thus, South Berubari also remained a part of India in spite of the Amendment.

In 1974, under the Indira – Mujib Accord, it was decided that Berubari will remain with India. In exchange, India will give away the Bangladesh enclaves of Dahagram and Angarpota which fall in the Indian Territory a corridor link to mainland Bangladesh will also be provided to them. This corridor is known as The Tin Bigha Corridor.

The Hollowness of Government’s Arguments
Berubari saga is symptomatic of the attitude of Prime Ministers Nehru and Indira Gandhi towards the territory of India. In fact during the Supreme Court trial the Advocates General of West Bengal Government make a very important point. They state that Berubari was not the private property of Nehru nor can the Union Government completely ignore the views, opinions and sentiments of the states concerned.

The Indira – Mujib Agreement is not legal until it is ratified by the Indian Parliament. Any attempt to implement it without ratification by our Parliament is unconstitutional and ultravires as per Js. Gajendragadkar’s judgement on Berubari. Yet, Madam Gandhi callously went ahead with its implementation and issued orders in 1982 for perpetual lease of Tin Bigha Corridor to Bangladesh, thereby facilitating a passage between the Bangladesh enclaves of Dahagram and Angarpota to the Bangladesh mainland.

Tin Bigha Agrement was opposed by many political parties including the Bharatiya Janata Party when the P.V. Narasimha Rao’s Government sought to implement it by formally handing over the leased territory in Tin Bigha to Bangladesh. The Akhil Bharatiya Vidyarthi Parishad (ABVP) gave call for a march to Tin Bigha on the day of the transfer of the territory – June 26, 1992. Thousands of students reached Coochbehar town of Mekhligunj, but were prevented from proceeding further to Tin Bigha to protest against this illegal transfer.

Initially the transfer provided for permission to the Bangladesh citizens to use this corridor during alternate hours in the day time. But during the 2011 visit of Indian Prime Minister Dr. Manmohan Singh to Bangladesh, his Bangladesh counterpart Madam Sheik Hasina prevailed upon him to provide 24-hour access to their citizens through the corridor. India has agreed to this proposal and a flyover bridge is being built to facilitate this movement.  This essentially means that India has given away a flyover corridor to Bangladesh permanently. This flyover will be built by India at its cost. All this is happening without any approval of the Parliament, and irrespective of protests by the people. This betrays the arrogant attitude of the ruling leadership.

Present Constitutional Amendment proposal should be viewed from this background. The Government seems determined to push through the Amendment using brute majority in the Parliament as it did in the Berubari case in 1960. But can and should the Opposition and nation at large allow this blatantly anti-national compromise with our territorial integrity?

The Government’s argument for pushing through this Amendment in such haste is ridiculous. Firstly, they claim that there is a friendly Government in power in Bangladesh under Sheik Hasina and that it is the right time to settle all outstanding border issues. Fair enough. But does that mean India should acquiesce to an unequal agreement? Does any country in the world give away its territory to another country without any compensation? Moreover if the Government of the day in Bangladesh is a friendly one, then this is the right time to go for the best deal, not a flawed one.

The other arguments of the Indian Government too are equally laughable. They say that a good gesture by India would yield better results in bilateral issues in future. Are international treaties entered into with assumptions of unspecified future benefits? If India is looking for any such benefits, it should make them explicit with the Bangladesh leadership as a part of this Agreement. The most ludicrous argument is that by ratifying this Agreement India would be strengthening Sheik Hasina’s hands and it would help her in winning the forthcoming elections in December this year in Bangladesh. Does   the Government of India want us to believe that it is amending the Indian Constitution in order to facilitate a victory for Madam Sheik Hasina in Bangladesh?

What is most appalling is the meek and submissive attitude of the Indian leadership. ‘If we don’t ratify now, Bangladesh can resort to retaliation’, ‘China will take advantage of the situation’, ‘Khalida Zia will come to power and she will negate everything’… these are the fears expressed in the corridors in the South Block. Is India such a weak and timid country that it can be pushed around by Bangladesh? Do big countries settle their border disputes in such a shabby manner?

This meekness of the Indian Government has been cleverly exploited by Bangladesh all these years. Having ratified the 1974 Agreement immediately and having implemented all those parts that were beneficial to it, the Bangladesh Government had added a surreptitious clause in its Constitution Amendment, stating that full ratification is possible only after the pending issues are also resolved. And on issues like adverse possession, it was Bangladesh Government’s attitude that became a major hurdle for India.  Since it had the shield of the said clause in its own Amendment, Bangladesh could create enough hurdles to India, causing delay in settling the boundary question.

Does this mean we should not settle the boundary issues with Bangladesh? Absolutely not. We must try and settle the issue as early as possible because India is a victim of several kinds of cross-border aggression of Bangladesh – both demographic and military.

But no country in the world will go ahead with ratifying an agreement entered into four decades ago, without revisiting it and renegotiating clauses. Indian Government wants to do precisely the same.  Instead what should be done is to renegotiate the clauses pertaining to at least the pending issues like enclaves and adverse possession.

India should delete the clause of not demanding compensation for the excess land being transferred to Bangladesh through exchange of enclaves. Bangladesh should be asked to compensate for the excess land that it is getting. Just as India leased land in perpetuity, Bangladesh too can lease land to India, which is equivalent of the excess land that it is getting along the narrow Chicken’s Neck area. That would be of great strategic help for India. Alternately, India can demand commitment for compensation in the form of certain land masses that keep surfacing in the sea from time to time. Most importantly the sentiments of the people of Tripura, Meghalaya, Assam and West Bengal should be taken into account while determining the realignment of the adverse possession along the boundary.

Agreement Should be Reviewed before Ratification
The people of India naturally expect something from the main opposition party, the BJP. This is not merely because they are the Opposition Party, but because right from the beginning, they are the only major national political party to have demonstrated consistent commitment to India’s territorial integrity and sovereign rights.

At the time of Berubari agreement, the Bharatiya Jana Sangh, the erstwhile avatar of the BJP, under the able leadership of Pt. Deendayal Upadhyaya and Atal Behari Vajpayee had taken a firm stand against the Nehru – Noon Accord. A resolution was adopted against transfer of Berubari by Bharatiya Jana Sangh in 1959, stating that even the Parliament had no right to cede territory. When the then President of India, Dr. Rajendra Prasad referred the matter to the Supreme Court under instructions from Deen Dayal Upadhyaya, several state units of Jana Sangh impleaded themselves in the case in the Supreme Court.  This included: 1. President, Bharatiya Jana Sangh, Kerala; 2. Secretary, Jana Sangh, Mandi; 3. Shri Tata Srirama Murthy, Akhil Bharatiya Jana Sangh, Visakhapatnam; 4. Chairman, Bharatiya Jana Sangh, Mangalore; 5. Secretary, Bharatiya Jana Sangh, Sitapur; 6. Shri N. Thamban Nambiar, Bharatiya Jana Sangh, Thaliparambu; 7. President, Bharatiya Jana Sangh, Pattambi (Cochin).

Shri Atal Behari Vajpayee, one of the most prominent leaders of Bharatiya Jana Sangh those days, explicitly advocated for compensation of territory when he said: “We gave some land to Pakistan in Tripura for a railway passage, but we did not demand some land from Pakistan for going to North Bengal from West Bengal and for going to Assam via East Bengal”. In the Parliament too, when Prime Minister Nehru placed the details of the  BJS members, although only a few in number, vehemently protested his ‘right’ to play with Indian Territory.

Again, when the Teen Bigha matter came up before the Parliament in 1992, the Bharatiya Janata Party, the Principal Opposition Party by then, took a firm stand against the proposal to lease the corridor perpetually to Bangladesh. Shri Lal Krishna Advani, the senior most leader of the Party along with Shri Vajpayee, strongly opposed the Government’s move.

“I regard lease in perpetuity as lapse of sovereignty. So, it is not a lease for the common man and citizens living here. We are subjecting our own people to the virtual sovereignty of Bangladesh. This is the hard reality”, said Shri Advani in his speech in the Parliament. He even demanded that the earlier agreements with Bangladesh – in this case the Indira and Mujib Agreement of 1974 – be reviewed. “Will the Government consider talking to Bangladesh once again and asking for a review of the earlier agreements?” Shri Advani urged. Shri. Advani was referring to a contention that involved a mere 3.5 acres of India Territory in Tin Bigha. While this is important, one sees that today the Government of India wants to give away more than 10,000 acres to Bangladesh through the proposed Constitutional Amendment. One can thus imagine the increased gravity of this issue.

 What the nation wants today is a review and re-negotiation of all the pending issues before the Indira – Mujib Accord of 1974 is ratified by our Parliament. This is what the agitated people of Assam, Meghalaya, Tripura and West Bengal want; and this is what all the patriotic people of the country want.

Ram Madhav writes: ‘Chinese Machinations – India’s Response’

The Chinese had come in, pitched their tents for almost three weeks well inside the Indian territory – initially it was said that they had come in some 10 KMs inside and later announced that it was 19 KMs – and after three futile flag meetings they themselves have withdrawn, as per the latest media reports. These three weeks have seen a flurry of activity in India. The Government, the Opposition, the Army, the media and the intellectuals everybody was seen reacting to the blatant violation of Indian sovereignty by the Chinese Army.

As usual, the Government response has been lacklustre and devoid of any commitment or vision about India’s territorial integrity. It appeared clueless as to how to handle this blatant and belligerent aggression of China and waiting with fingers crossed for the miracle of the Chinese’ withdrawal. Rather than reassuring the nation about their commitment and ability to protect Bharat’s territorial integrity their response betrayed only their confusion, rhetoric and a very political attitude of trying to underplay things with a view to misleading the nation.

The Prime Minister called it a ‘localised issue’ while the Foreign Minister repeated the same old myth that the boundary between the two countries has not been demarcated so far. It is a myth because the Chinese side has not deliberately supplied the border maps for last twenty years in spite of the understanding for exchange of the same. That we have clearly demarcated LAC and that has been violated by the Chinese, and this violation is not a lone incident and it has happened more than a thousand times in last three years …… all these facts have been suppressed from the countrymen. In stead our Foreign Minister is repeating the same argument that the Chinese Foreign Minister had made a couple of days ago, that there was a ‘perceptional difference over the boundary line’.

This kind of self-deception would be suicidal for the nation. The Government’s attitude amply demonstrates that after 50 years of the 1962 Chinese Invasion we have not learnt any lessons about our preparedness nor have we understood the Chinese machinations. We are committing the same follies that Pt. Nehru had committed, of trying to appease the aggressors, downplaying the possible consequences and betraying the laughable innocence that everything can be settled through talks.

We are in the 50th year of the disastrous Sino-Indian War. There is nothing to celebrate. But it certainly is a time for the Government to revisit the 1962 experience, learn lessons and show maturity and courage in handling the impending situation. As part of his obsession with Panchsheel Prime Minister Nehru used to often talk about the principle of  ’Peaceful Coexistence’ between neighbours India and China. In a tactical and timely response to that, Chairman Mao had famously observed in 1961 that what India and China should learn is ‘Armed Coexistence’. It was too late for India to understand the import of Mao’s observation and the ’62 War resulted in a humiliating defeat because of our unpreparedness. In fact that was a war that India had never fought. Time has come for Bharat to understand the rules of engagement with China.

It is pertinent here to refer to a Resolution that was passed by the RSS at its Akhil Bharatiya Pratinidhi Sabha (ABPS) in March 2011.
“The Akhil Bharatiya Pratinidhi Sabha expresses serious concern over the growing multi-dimensional threat from China and the lackluster response of the Government of Bharat to its aggressive and intimidator tactics. Casual attitude and perpetual denial of our Government in describing gross border violations by the Chinese People’s Liberation Army as a case of ‘lack of common perception on the LAC’, attempts to underplay the severe strategic dissonance between the two countries and failure to expose the expansionist and imperialist manouvers of China can prove fatal to our national interests”, the resolution warned.

It made the following recommendations to the Government with regard to India’s relations with China.

“1.  Reiterate the Parliament’s unanimous resolution of 1962 to get back the territory acquired by China to the last inch.

2.Take effective measures for rapid modernization and upgradation of our military infrastructure. Special focus should be on building infrastructure in the border areas. Towards that, constitution of a Border Region Development Agency should be considered which would help prevent the migration of the people from the border villages.

3.Use aggressive diplomacy to expose the Chinese’ designs globally. Use all fora including ASEAN, UN etc for mobilizing global opinion.

4.Disallow Chinese manufacturing industry free run in our markets. Prohibit Chinese products like toys, mobiles, electronic and electrical goods etc. Illegal trade being carried out through the border passes must be curbed with iron hand.

5.Follow strict Visa norms and maintain strict vigil on the Chinese nationals working in Bharat.

6.Restrict the entry of Chinese companies in strategic sectors and sensitive locations.

7.Mobilize the lower riparian states like Myanmar, Bangladesh etc to tell China to stop their illegal diversion of river waters.”

All these suggestions are very important. But how far the Government can show the determination to take on the aggressive neighbour is a big question. China has cancelled the meeting of the Finance Ministers of Japan, S Korea and China as a mark of protest to the visit of some Japanese Parliamentarians visiting the controversial Yasukuni Shrine in Tokyo where the graves of the World War 2 Generals of Japanese Army are situated. That is how swiftly China reacts to any insult to its sovereignty even if it happens in some other territory. The unwillingness of the Government to not announce the cancellation of the visit of our Foreign Minister to China later this month is baffling. In fact we should also unilaterally call  off the forthcoming visit of the Chinese Premier Li Keqing towards the end of May.

Bilateral economic relations also must be reviewed from the national security angle. Our Government underplays the fact that we share a huge trade deficit in bilateral trade with China with $60 billion imports and $10 billion exports. We must drastically curtail this trade to protect our economy from being sucked in by China, even if that meant tightening our belts and spending some extra dollars for imports from other countries.

Lastly, and most importantly we must not repeat the mistake of 1962 by thinking that it was a ‘localised problem’ borne out of ‘perceptional differences’ over ‘un-demarcated’ boundary. It is unfortunate that some intellectuals were seen trying to minimise the import of the Chinese aggression by claiming that the internal politics in China and troubles in leadership transition were responsible for the Chinese’ actions. Some of them even tried to indirectly blame Bharat claiming that our border infrastructure building activity must have been the provocation for the Chinese actions. Our Government should not be influenced by such misleading ‘expert opinion’. Any complacency in addressing the challenge thrown by China through this open aggression will prove very costly.

Our Government must pursue the policy of strengthening border infrastructure on Indo-Tibetan border with much more vigour and perseverance. Special attention should be paid to the borders in Arunachal Pradesh like the Tawang region anticipating surprise aggression by China.

Bharat has historically practised the principle of world peace. However, it should not forget the dictum that ‘to be prepared for war is the best way of ensuring peace’.
